SAOT: not right time to cancel interest tax

Chinanews, Beijing, April 28 - According to Song Lan, deputy director of
the State Administration of Taxiation (SAOT), it is not the right time to
cancel the imposition of interest tax, as its active effect must not be
overlooked.
Song released the information on April 27 in Beijing.
"Interest tax has been playing an important part in guaranteeing basic
social insurances, like unemployment insurance and endowment insurance
via financial transfers," said Song.
"All the interest tax collected has been used properly, and even become a
rigid financial expenditure. Besides, interest tax is a necessary tool to
modify the income distribution, as it has a bigger effect upon wealthy
people. Finally, interest tax helps promote demands and guide consumption
in the domestic market. Thus I believe it is too soon to cancel interest
tax right now," concluded Song.

Most middle-class Chinese favor foreign banks

Chinanews, Beijing, April 12 - China Indexes conducted a survey on the
life of new middle-class people in 12 big cities in China, finding that
77.8% of them favor foreign banks, despite the fact that only 18.9% of
them know foreign banks thoroughly.
The good service quality of foreign banks is the main reason for their
popularity, as 61% of the respondents say so. Their good operation has
also been accepted by 44.8% of the respondents. The transparency of the
charges of the foreign banks is a bonus advantage, too.
57% of the respondents believe foreign banks will greatly affect domestic
commercial banks, while another 33% don't.
Only 6.9% of the respondents don't think that they will choose foreign
banks.

Biggest hen's egg found in Sichuan

A transsexual beauty:Liu Xiaojing

Chinanews, Apr. 17 - After "his" birth, Liu Xiaojing was treated as a
girl. At the age of three, his psychology was upended in a way that often
happened to teenagers. He felt a strong conflict between his
physiological and psychological gender. With a strong belief of his
femaleness, Liu was eager to undergo a sex change operation after the age
of ten. Distressed about his inner conflict, he constantly wanted to hurt
himself.
After a successful transsexual operation and a few plastic surgery
operations in March of 2004, Liu obtained a new legal identity card as a
female. Last December, she participated in China's first ever Miss
Artificial Beauty contest and won the best media impression award.
Liu Xiaojing, twenty-two years old, is a dancer in south China. On April
16th, Liu participated in the first Wei Ning Artificial Beauty Promotion
Fair in Beijing.

White paper illustrates human rights progress

BEIJING, Apr. 13 - China on Wednesday published a white paper to show the
marked progress in its human rights protection efforts in the year 2004.
The 41-page document, the 8th of its kind since 1991, has been intended
to "help the international community toward a better understanding of the
human rights situation in China," said the Information Office of the
State Council which released it.
The year 2004 is an important year for China in building a well-off
society in an all-round way, the white paper said. "It is alsoa year that
saw all-round progress in China's human rights undertakings," it added.
The white paper listed China's major accomplishments in protecting and
promoting human rights in 2004 as follows:
-- China's economy developed steadily and relatively rapidly, and
people's rights to subsistence and development were improved
considerably. China's gross domestic product (GDP) reached 13,650 billion
yuan, an increase of 9.5 percent over the previous year. Total grain
output in 2004 reached 469.5 billion kg, an increase of 9 percent over
the previous year.
Throughout the country, 150 million farmers no longer paid agricultural
tax in 2004, the first time ever in history. The population of poor
farmers in the countryside was 2.9 million fewer than in the previous
year.
The Chinese government considers the safety of life of the people above
everything else. In 2004 the number of accidents and deaths throughout
the country were reduced by 16.22 and 0.23 percent, respectively,
compared with the previous year. And the number of gas-related accidents
in coal mines dropped by 15.6 percent, and that of deaths by 7.8 percent.
The average life expectancy has increased from 35 years before the birth
of New China in 1949 to the present 71.4 years.
-- China adhered to the road of political development with Chinese
characteristics. It actively promoted democracy in political affairs and
the building of political civilization to guarantee the citizens' civil
and political rights.
The Standing Committee of the National People's Congress (NPC),China's
top lawmaking body, in 2004 examined drafts of 33 laws, interpretations
of laws and decisions related to legal issues, andadopted 25 of them,
providing further legal guarantee for economicand social development and
human rights.
Last year, 44 departments of the State Council gave some 270 news
conferences, and 28 provinces (autonomous regions and municipalities
directly under the central government) gave 460 news conferences. These
activities greatly increased the transparency of government work, and
helped citizens become betterinformed about administrative affairs.
Protection of citizens' rights to information, supervision and
participation in public affairs were further promoted.
Citizens enjoy the freedom of religious belief in accordance with law.
According to incomplete statistics, China has now more than 100 million
religious adherents, more than 100,000 venues forreligious activities,
and about 300,000 clergy members. The accumulative print run of the Bible
has reached 35 million.
-- In 2004, China strengthened its judicial reform to ensure strict law
enforcement and fair administration of justice, and guarantee citizens'
legal rights according to law.
Extended detention of criminal suspects has been deemed one of the most
serious human rights violations, and by taking "vigorous measures," the
Chinese public security organs had no extended detention by the end of
last year.
Since May 2004, the Supreme People's Procuratorate has carried out a
special campaign to severely deal with criminal cases involving
government functionaries' infringement upon human rightsby misusing their
powers, focusing on cases of illegal detention and search, extorting
confessions by torture, gathering evidence with violence, abusing people
in custody, disrupting elections as well as serious cases of dereliction
of duty that cause heavy losses of life and property of the people. In
total, 1,595 government functionaries suspected of criminal activities
were investigated and prosecuted, thus effectively bringing under control
offenses of infringement on rights.
In 2004, the courts throughout the country provided judicial aid in
263,860 cases, an increase of 15.6 percent from the previous year. The
judicial aid totaled 1.09 billion yuan, 3.1 percent more than in the
previous year.
The state has adopted many measures to promote employment and
reemployment, including reemployment aid, strengthened controlof
unemployment and regulation over staff cuts by enterprises. In 2004,
there were 9.8 million new employees and 5.1 million re-employed laid-off
workers in urban areas in China. The registered unemployment rate was 4.2
percent in urban areas, 0.1 percentage point lower than in the previous
year.
In 2004, 4.19 million people received unemployment insurance benefits,
520,000 people received compensation under the industrial injury
insurance scheme, about 2.20 million farmers received old-age pensions,
and 22.01 million urban residents were issued minimum living allowances
by the government.
-- In China, like citizens of the Han ethnic group, citizens ofethnic
minorities equally enjoy all the rights accorded to Chinesecitizens by
the Constitution and laws. But they also enjoy some special rights
accorded to ethnic minorities by law.
During the five years since the kickoff of the strategy for
thedevelopment of the western part of the country, which is densely
populated by the ethnic minorities, the construction of 60 key projects
has begun, involving a total investment of 850 billion yuan. In 2004, the
state started ten major projects to develop western China, with a total
investment of 80 billion yuan and covering the fields of transportation,
energy, education and public health.
Eighty-three percent of the school-age children in Xinjiang, Tibet,
Ningxia and Qinghai get free textbooks. In the agriculturaland pastoral
areas of Tibet, school-age children not only are exempted from school
fees but also are provided with free meals and accommodation.
-- The legal and policy guarantees for the rights and interestsof
disabled people have been enhanced. The socialized rehabilitation service
system has been continuously improved, key rehabilitation projects
implemented effectively, and disabled people's self-reliance in daily
life, social adaptability and living qualities enhanced. At present,
4.469 million disabled people in China are provided with social security
of various forms.A social environment of equal participation, care and
help for disabled people has taken shape.
-- China has all along been supportive to and actively participated in
activities in the field of human rights sponsored by the United Nations.
As a member of 21 international conventionson human rights, including the
"International Covenant on Economic,Social and Cultural Rights," it has
adopted a series of measures to perform its duties specified in the
conventions. It is also actively considering approving the "International
Covenant on Civil and Political Rights."
At the end of 2004, when the most serious tsunami in recorded history
happened in the Indian Ocean, the Chinese government offered emergency
aid to the afflicted countries immediately afterthe disaster. By March 1,
2005, the Chinese government had offered686 million yuan worth of aid,
and the non-governmental donations amounted to 576 million yuan, in which
over 50 percent of governmental aid in kind and cash had been delivered
to the afflicted countries.
The white paper said as the realization of full human rights isa common
pursuit of all countries in the world, China will, as always and together
with the international community, make persistent efforts in promoting
continuous progress of human rights in China and healthy development of
international human rights.

Tense coal supply to continue

Chinanews, April 6 - The Development Research Center of Coal Industry
forecast that the annual domestic demand of coal would reach 2.1 billion
tons this year, and would increase to 2.5 billion tons in 2010. Based on
this calculation, and in light of coal mine shut-downs and possible
natural reductions in output, China will need to exploit a new throughput
of more than 500 million tons to meet demand. A tense supply and demand
relationship will continue to exist in the next 5 to 6 years as the
nation's economy grows.
Coal is China's primary energy source and one of the most important raw
materials in the country. It has significant strategic meaning for the
nation's economy. Coal will remain a major form of energy form in next
several decades, and the world's coal-dominated energy structure is
unlikely to change.

China to tighten coal mine safety

Apr. 5 - China will take a series of measures to prevent increasing coal
mine accidents.
Director of the General Administration of Work Safety, Li Yizhong made
the remark on Tuesday at a press conference in Beijing.
He noted that over 1,100 people died of coal mine accidents in the first
quarter of this year, a 20 percent increase over the same period last
year.
In mid-February alone, five gas explosions occurred. The explosions are
being blamed on companies ignoring national laws and illegally
undertaking exploitation and production.
Li Yizhong said that China has asked coal mine operators to earmark money
for safety production and has started to set up a system of safety
guaranty money for mine workers.

Shandong: "bodyguard" company

Shandong Baowei Security Service Company, the first "bodyguard" company
to provide personal security and protection services in Shandong,
registered at that province's industrial and commercial bureaus and
officially opened in Jinan. The company is affiliated with Jinan's
Security Service Headquarter. At present, Baowei has over 20 employees
who are retired from the Special Forces and the People's Armed Police.
They have to undergo three months of grueling training that includes
Sanda, Taekwondo and Qigong. Moreover, they must possess a thorough
knowledge of first-aid and a driver's license. They must also display

Qufu has new tourist attractions

birthplace in east China's Shandong province, has decided to enrich its
cultural tourism programs and perform the Ming Dynasty (1368 to 1644)
ancient city gate opening ceremony and the Confucian Temple sacrifice
rituals every week instead of once a year, to enable more visitors from
home and abroad to appreciate the city's old world charms.
Qufu used to perform the Ming Dynasty ancient city gate opening ceremony
and the Confucian Temple sacrifice rituals once every year during the
15-day China Qufu International Confucius Culture Festival. With
Confucius' hometown cultural tourism rising in popularity, these programs
have gradually become favorites among visitors from home and abroad. Qufu
has decided to perform these programs regularly, that is, at 9 o'clock
every Saturday morning from Apr. 19 to Oct. 31 every year. More than 300
professional actors and actresses will take part. Tourists can also
participate and gain first hand experience.

Ancient town in spring

Japan's bid for UNSC seat opposed

Mar. 23 - More than 400,000 people across the world have signed an online
petition opposing Japan's bid for a permanent seat on the United Nations
(UN) Security Council.
The group plans to present the petition to the United Nations General
Assembly in New York this autumn.
By March 20, the online campaign had received 401,556 signatures in
Chinese, Korean and English.
People can download forms to sign signature from websites including

RMB appreciation: causes and consequences

Chinanews, March 21 - Yesterday morning at the South China University of
Technology, Tang Guoxing, a professor at Fudan University's School of
Management, said that if the RMB appreciated, it would bring disastrous
consequences to both the central and commercial banks, and that about 22
million US dollars of foreign net assets would shrink.
During his talk on the Chinese currency, Tang indicated that the RMB is
facing four types of pressure: a lasting regular payment surplus, a high
yield rate on foreign capital in China, widespread expectations of the
RMB's appreciation, and China's low inflation rate. In Tang's opinion,
the first two factors are long-term and also the most important. Because
the two can't be dispelled, RMB appreciation is unavoidable. He believes
the latter two are short-term factors.
Tang also believes that China's capital inflow has resulted in potential
pressure on the RMB. However, the RMB's appreciation could bring with it
both advantages and disadvantages. The advantages include wealth
increases, reduction of the repayment burden on external debts and
promotion of the development of high-level industrial structure. The
disadvantages are primarily the reduction of international
competitiveness and the shrinkage of foreign assets.

World Cup commemorative coins issued

On March 14th, a staff member in Zhengzhou showed off a 0.25-ounce gold
coin commemorating the "2006 FIFA World Cup Germany TM." In order to
commemorate the 18th FIFA World Cup to be held in Germany in 2006, the
People's Bank of China announced that it will issue a set of 2006 FIFA
World Cup Germany TM Commemorative Gold and Silver Coins. The set
consists of a 0.25-ounce gold coin, a one-ounce silver coin and a
one-kilo silver coin. Made by Shanghai Mint, the coins are considered
legal tender of the People's Republic of China. Limited quantities of the
coins went on sale yesterday at Henan Currency and Coins Company Ltd.

US to slap anti-dumping duty on China's cotton paper

that China's cotton paper industry harmed similar US domestic industries.

Expert: RMB will appreciate but no fixed timetable

Chinanews, Mar. 10 - Yesterday morning, Wu Jinglian, a member of the
national committee of Chinese People's Political Consultative Conference
and a famous economist, said that the RMB would appreciate, but there was
no timetable for that to happen.
He said that before 1994, China had a multiple exchange rate system,
including an official price, price swap and so on, and the RMB had the
tendency to be over-valued. After 1994, China merged different exchange
rate systems into a tightly managed floating rate system. After the
Southeast Asian financial crisis erupted, China's neighbors and the
United States all requested that the RMB not depreciate. China honored
this request and kept its exchange rate relatively stable, thus made a
contribution to the Asian and global economic recovery.
However, the situation has changed since 2002. China's economic growth
has been vigorous, and trade keeps increasing, so does its trade balance.
At this moment, the RMB begins to face appreciation pressures. In the
face of these pressures, Wu thought the exchange rate should be
determined by market forces rather than the excessive interference of the
government. At present, signals from the market indicate that the RMB can
appreciate, but there is no fixed timetable.

China's CPI to increase less than government forecast

Chinanews, Beijing, Mar. 7 (By Wen Yumin) - Wen Jiabao, Premier of
China's State Council, proposed in the Governmental Work Report that the
increase of the consumer price index (CPI) should be held at or below
four percent this year. Economists attending the Chinese People's
Political Consultative Conference (CPPCC) stated that China would
absolutely be able to realize the above-mentioned goal. These economists
further stated that the actual CPI increase might even come in slightly
lower than the government's expectation.
Lin Yifu, an economist and member of the CPPCC's National Committee, said
today that the CPI increase of last year was mainly due to price hikes in
agriculture, especially grains. Hikes in construction materials and oil
prices also contributed to the CPI increase. However, these three causes
would be eliminated or alleviated to some extent this year.
Xiao Zhuoji, an economist and member of the CPPCC's National Committee,
agreed with Lin's opinion. He said that the actual growth of the CPI
would be below the four-percent goal proposed in the Governmental Work
Report. He pointed out three reasons for his view. First, the upward
trend of raw material prices abated to some extent recently. Second, the
price of production materials would not grow too rapidly as the supply of
industrial consumer products exceeded demand. Third, a bumper harvest of
grain last year would probably slow down the growth of prices of grain
and agricultural products this year.

Listings of two big State banks imminent

Mar. 8 - The public listings of Bank of China (BOC) and China
Construction Bank (CCB) are "not far off," China's central bank chief
said yesterday.
Zhou Xiaochuan, governor of the People's Bank of China the central bank
said the two banks had completed financial restructuring, and were
strengthening corporate governance and implementing internal reforms.
China is strengthening the four major State banks BOC, CCB, Industrial
and Commercial Bank of China (ICBC) and Agricultural Bank of China (ABC)
to prepare them for a "full opening-up" of the banking sector by the end
of 2006.

BEIJING, March 6 - China will spend 13.78 percent more on beefing up weak
links in social development, including education, science and technology
and health in 2005, according to a report on the central and local
budgets.
"A total of 129.71 billion yuan (15.63 billion US dollars) in the central
budget has been earmarked for education, science and technology, health,
culture, sports and radio, family planning, and courts and public
security, procuratorial and judicial organs," says the report on the
implementation of the central and local budgets for 2004 and on the draft
central and local budgets for 2005, submitted Saturday to the annual
session of the National People's Congress (NPC) for approval.
Around 30 million primary and secondary school students from poor
families in the central and western regions will receive freetextbooks in
2005, says the report. Among them, 14 million students from very poor
areas are also exempt from paying miscellaneous education-related fees
starting this spring semester,and the boarding students will receive
living allowances.
The report says the state will allocate 1 billion yuan for trials to
develop a new system for rural cooperative medical care and health
services, 704 million yuan more than one year earlier.
A total of 4.2 billion yuan will be allocated for development of the
public health care system and control of AIDS, snail fever,endemic
diseases and other major diseases, a year-on-year increaseof 200 million
yuan.
Another 400 million yuan will be allocated for trials of the system for
rewarding and supporting some rural families that observe the family
planning policy, 200 million yuan more than last year, says the report.
In addition, some anti-poverty funds from the central budget will be
allocated to support the pilot project that encourages couples to "have
fewer children and prosper faster" , it says.
It says a total of 4.81 billion yuan in subsidies will be allocated from
the central budget to finance courts and public security, procuratorial
and judicial organs in poor areas, a rise of 1.68 billion yuan over last
year.
To meet the needs of exchanges and economic cooperation with other
countries, 6.92 billion yuan from the central budget is earmarked for
foreign aid, an increase of 850 million yuan year-on-year, says the
report.

Coal's supply and demand situation eased

Chinanews, Mar. 3 - According to statistics released by the Dispatching
Center of the State Administration of Coal Mine Safety, China's raw coal
output in January totaled 207.34 million tons, increasing 51.9 million
tons compared with the same period last year, achieving a growth rate of
more than 33.4 percent which was much greater than the rise in coal
demand.
A relevant expert pointed out that the recent inventory of coal appeared
to be above normal in many districts, a rare situation in the past two
years. From the point of view of the coal market, the original situation
of short supply has basically vanished, with the supply and demand
situation easing to some extent.

Jinan, Feb.27 - About 730 million Chinese farmers are expected to benefit
from the agricultural tax exemption this year,as 26 of its 31 provinces,
municipalities and autonomous regions have announced a termination of all
agricultural taxes, said an official with the Ministry of Agriculture.
Fan Xiaojian, vice agriculture minister of China, made the remarks at a
working conference held Friday and Saturday in east China's Shandong
Province. He said that the exemption will release about 730 million
farmers from taxes totaling more than 20 billion yuan (about 2.41 billion
US dollars).
Only four provinces -- Hebei, Shandong, Yunnan and Gansu, and Guangxi
Zhuang Autonomous Region -- continue to charge agricultural taxes. These
regions will reduce taxes by two percentage this year.
Fan Xiaojian said that China has increased the target of abolishing
farming taxes within five years. The 26 provinces, municipalities and
autonomous regions will meet the target ahead of the schedule.

RMB interest rate begins to cool off

According to a report released by the National Bureau of Statistics (NBS)
on Feb.22, China's consumer price index (CPI) increased 1.9% in January,
over the previous year. But the CPI growth rate has been in decline for
five consecutive months. Because the growth rate of the CPI dropped to
1.9%, lower than the 2.25% interest rate for a one-year bank deposit,
China has ended thirteen months of negative interest. This suggests that
the Central Bank will not raise interest rates.

Chinanews, Feb. 22 (By Liu Yuying) - After its share purchase of Sina,
the combined Shanda Interactive Entertainment Limited would become
China's Internet superpower, indicating big changes in China's Internet
industry and an era of "Warring States Period".
Goldman Sachs Group, a renowned research institution, has predicted in
its report that the combination of Shanda and Sina would generate 470
million US dollars of revenue in 2005, 53% of which comes from Shanda,
47% from Sina, as well as 167 million US dollars of net profit. The total
market value of the two would be 4.2 billion US dollars, by far the
largest among China's Internet businesses.
The alliance of Sina and Shanda will create an online superpower with
integrated content, messaging, online advertisement, E-business and
online game services. It is going to be a formidable foe for any other
players in the industry.
According to an Internet industry veteran, the industry will enter a new
era of restructuring. With the emergence of superpowers, other companies
will have to conduct horizontal or vertical integration to compete with
them. However, Goldman Sachs believes that Sohu.com Inc., Tencent Inc and
NetEase Inc. were comparatively tightly held and are less likely to be
acquisition targets.

Lianyungang: Ice wonder of sea water

Recently, a unique ice scenery formed from seawater appeared, off the
coasts of Lianyungang, due to the low temperature. At the west entrance
of the sea embankment in Lianyungang, sea water was splashed onto fences
by strong winds and sea waves and turned to ice at night. These ice
structures hung on to the fences at oblique angles, with the longest one
reaching over 40 centimeters. It was a magnificent view under the sun and
was a rare wonder in early spring. It was reported that the ice wonder of
sea water was very rare during the spring season in Lianyungang.

anyone checked out the stalls selling tiger head shoes (shoes in the
shape of a tiger head). There were over 10 stalls selling traditional
handmade embroidery tiger head shoes in this market. These shoes are
uniquely made to resemble a smiling tiger face and were once one of the
best selling goods. But now they are out of favor as the weather gets
warmer.

Hundred-year-old crown on exhibit

On January 15, a resident of Qingdao gazed at an imperial crown worth 2
million yuan on display in the Shangri-la Hotel. Made in 1907, this crown
is one of the last three remaining crowns in the world that is decorated

Foreign funds welcome to expand ocean fleet

The government will encourage foreigners to invest in China's shipping
industry to help expand its fleet, a senior official said yesterday.

The country plans to not only make its ocean-going fleet the third
largest in the world by 2010, but also improve maritime security and
better protect national interest, Cao Desheng, deputy director of the
Ministry of Communications' Water Transport Department, told China Daily.

The total deadweight tonnage of Chinese-flag flying ocean vessels will
reach 100 million by 2010, up from the present 44 million, which makes it
sixth largest in the world, Cao said.

To fulfill the goal, the ministry will encourage banks, logistics
enterprises, cargo owners and foreign investors to invest in its shipping
industry.

"They can set up new companies along with domestic shipping enterprises,
with the latter holding at least 25 percent of the total shares of a new
company to overcome worries over shipping security," he said.

Foreign investors have to necessarily register their companies in China
first, and the ships should fly the Chinese flag.

This is important because during "special times like wars, ships flying
foreign flags and with foreign sailors won't be able to take shelter in
the country". In case that is not done, shipping "essential materials
such as oil will be threatened", he said.

Also, China National Petroleum Corporation (Sinopec) and China Petroleum
& Chemical Corporation (Petrochem) will join hands with China Changjiang
National Shipping (Group) Corporation and China Shipping (Group) Company
to form a new shipping company, Cao said.

Another reason for the fleet expansion is that the Ministry of
Communications (MoC) wants more Chinese-owned ships to register at home
instead of in other countries.

High tariff and value-added tax on imports, or 27.53 percent cost of
shipbuilding, has caused many Chinese ship-owners to register their
vessels in other countries. An ocean vessel costs several hundreds of
millions of yuan, and that should give an idea about the additional costs.

According to official figures, the number of Chinese vessels registered
abroad has been increasing, and they account for half of the country's
total international tonnage.

The MoC has decided to grant tax exemption to Chinese-owned ships that
were registered abroad before 2006. This incentive is expected to make
them register at home -- in Shanghai, Tianjin or Dalian - in the next two
years, till July 1, 2009. The ministry is also discussing some long-term
policies to encourage Chinese-owned ships to register at home.
