It's never too late to learn

I thought I would have a chance to meet up with a friend of mine during a
recent trip to the United States. I didn't, because he was too busy with
a full course load for his master's degree of business administration
programme at a Delaware college.

I didn't even get to ask what motivated him an accomplished businessman
already in his early 60s to return to school and study along with
classmates younger than half his age.

He told my sister that he entered the programme to keep up with the rapid
development and changes in businesses and finance.

Sonia Gunderson, a new friend I made during four weeks of teaching at the
University of Iowa, also helped answer my questions.

At 59, Gunderson is working towards a master's degree in journalism at
the Midwest university. Despite a disability that resulted from polio in
childhood, she has already made a few trips to Inuit communities in
Arctic Canada near the North Pole.

Her stories from those trips are so vivid and moving that I feel as if I
were with her during her reporting trips.

While reading one of her articles, I could almost hear her chatting with
the Inuit people and envision her enjoying the big traditional family
gathering, during which they were trying to revive their almost-lost
ethnic ritual for a new feature film.

From her stories, I could also sense a compassionate journalist who had
won the trust of the indigenous people she interviewed and featured in
her articles.

Before she started the two-year master's programme, she'd already taken
poetry classes and attended summer poetry workshops and independently
studied journalism.

She has had to overcome much difficulty, juggling courses, reporting
assignments and working into the wee hours of the morning.

My two friends are not alone in their pursuit of further academic and
professional advancement. In Gunderson's class, three out of 15 graduate
students are over the age of 45.

She tells me that she was driven to seek further training when she
started to work on magazine assignments.

"If I was going to be journalist, I wanted to know what I was doing. And
I wanted to write about worthwhile subjects and do them justice," she
said. "Having the intention wasn't enough I needed concrete skills."

In so saying, Gunderson highlights important criteria for people who seek
continuous education. That is, a specific professional or vocational
objective is often the best motivation for further studies. Meanwhile,
solid skills are acquired and improved only when students have the
passion and resolve to do a good job.

Meanwhile, the very fact that my two friends, either nearing or passing
the retirement age in China, can still pursue further professional
training is something that will take some time before it can be made
available even in major urban centres like Beijing, Shanghai and
Guangzhou.

The saying that "it is never too late to learn" is commonly accepted.

But in fact, the Chinese society has yet to provide opportunities and
encourage mid-career professionals to improve themselves by taking
courses in colleges and universities.

They are often burdened with so much work in addition to their
responsibilities to their children and parents that they have neither
time to learn new things nor opportunities to shift to a new profession,
especially when they are approaching the retirement age of 55 for women
and 60 for men.

The fact that China is still a developing country should not serve as an
excuse.

At least Beijing and Shanghai, which claim a high-level of social,
economic and cultural development, should take the lead to create chances
for mid-career people to return to school. This includes those nearing or
passing the retirement age but still in their prime. I believe these
professionals will double their efforts and accomplishments in the years
to come.

Coal output to reach record high of 2.5b tons

Top energy planners are seeking, in the next five years, to raise China's
coal output to an unprecedented level and, at the same time, reduce the
number of large mining disasters.

China's coal output will be between 2.5 billion and 2.6 billion tons in
2010, as compared with 2.19 billion tons in 2005, according to Guo
Yuntao, director of the China Development Research Centre for the Coal
Industry, in an interview with China Daily.

The growth rate being forecast by the planning team led by Guo is much
slower than in the last five years, when China's coal output rose from
about 1.3 billion tons in 2000.

The forecast was based on the belief that the overall economy will become
more energy efficient and that demand is likely to rise significantly
only in the power sector, Guo said.

His centre is drafting China's coal industry development blueprint for
the coming five years, following the national 11th Five-year (2006-10)
Social and Economic Development Plan approved by National People's
Congress (NPC) deputies at its annual session that closed in Beijing on
Tuesday.

The team is providing the final touches to their draft before submitting
it, at the end of March, for approval by the National Development and
Reform Commission and the State Council, China's cabinet.

Guo said coal will remain China's fundamental energy source, both for
production and consumption.

In terms of production, coal accounted for 76 per cent of China's energy
needs in 2005, calculated using the Standard Coal Equivalent (SCE)
measure. According to Guo, that level has a chance to climb all the way
up to 80 per cent after 2010.

To satisfy growing domestic energy demands, the country will decrease its
coke exports in the coming years, the planning director said.

China's rapidly growing economy, which is expected to register an annual
growth rate of 7.5 per cent for its gross domestic product (GDP) this
year, will create enormous demand for energy supplies. But the nation's
energy conservation campaign is just beginning, which should mean more
energy efficiency.

Corporate hub is too crowded

Twice a day and five days a week, I want to sing a song in my heart: I
will surely cry for you, Beijing CBD-ya! Those who have lived long enough
in China know the exclamatory "ya" is absolutely needed to emphasize
emotions.

In this case, it is all because of the hopelessly clogged-up traffic in
the streets that run across this Central Business District.

It defies one's imagination to think how any new streets can be added to
a space where concrete towers are wedged so densely. It would perhaps be
as costly as in Hong Kong's Central District, and at a risk of budget
that overruns. And the budget for having more other services and
conveniences there is enormous, not to mention meeting the standard for
emergency evacuation and anti-terrorist drills.

With that amount of finance, municipal planners may just as well build a
new business district - anyplace where access by major streets is better.

On the vast North China plain, there is plenty of space for a new city
with good streets and not-so-tall buildings, surrounded by apple and pear
orchards, which people there traditionally grow, and ideally with some
rivers and mountains in the background, lined by weeping willows and
dotted by one or two white pagodas.

This, so far as I can see, may be a more doable idea than constructing
more costly roads to connect the Guomao Bridge (on the East Third Ring
Road) with anywhere else, whether in the city or outside it.

Recently, I have heard about a plan for building Beijing's second airport
(the present one is too crowded) in Hebei Province, somewhere between
Beijing and Tianjin.

So if Beijing's alternative airport can be located outside the city, why
can't its alternative business district? Its travel conveniences may be a
big selling point to new tenants. If it can offer them a remarkable
working and living environment, which I am sure China can deliver with
its building prowess, many international companies would move there
happily.

And from the business point of view, nowadays any group of new buildings
is just a development project with a name to identify its intended
functions. It is not like a neighbourhood where you grow up and feel sad
about leaving.

In fact, for the past six years, I have worked in either one of the CBD's
office buildings or have had to pass them every day on the way to my
office. But I hardly feel anything about it, except the annoyance with
the endless questions and uncertainties it has brought to me:

How can I be on time for a business meeting at 9 am? In 2000, it took me
15 minutes from my home to Guomao, or China International Trade Centre.
Now I would be lucky to get there within one hour.

How can I get a taxi at 6 pm under the Guomao Bridge when it starts to
rain? Some of the city's cab drivers have told me they try not to go to
the CBD in rush hours to avoid its "sticky congee-like" jam.

How can I, at 8 pm, buy some flowers for my wife on my way from my office
to where we are going to have dinner? One year ago, there was a 24-hour
florist in Guomao's back alley. Now it has gone, to make way for another
office building project.

How can I get some fresh air during the dry winter when the flu and lots
of coughs start spreading among the staff - without taking an elevator
trip down 35 storeys?

How can I accompany my client, who is an international celebrity, to meet
officials in Jinrong Jie, another financial street on the other side of
town, when Chang'an Avenue is under traffic control for some government
activities? Take the subway?

But, please, don't take me as just a complainer. I am drumming for more
development.

Visit the Badaling Great Wall. To avoid having lunch at shopping site

Day 01: Arrival in Beijing
Our guide will pick you up at Beijing airport and transfer to the hotel.
The rest of the day is on your own to explore the city.

Day 02: Beijing
Visit the Tiananmen Square, the Forbidden City and the Temple of Heaven.
The Beijing Duck Dinner is served at the original, century-old Quan Ju De
restaurant followed by a lively Peking Opera performance at the Liyuan
Theatre. (B+L+D)

Accommodation: Crowne Plaza

Day 03: Beijing
Visit the Badaling Great Wall. To avoid having lunch at shopping site
restaurants, you will be driven to have Sichuan food at a local popular
restaurant. Visit the Sacred Way and the Ming Tomb in the afternoon. The
a la carte dinner is served at a famous Cantonese cuisine restaurant in
the Wangfujing area. (B+L+D)

Day 04: Beijing - Kunming
Visit the Summer Palace and the Lama Temple. Take a flight to Kunming and

Full day tour to visit the Yunnan Stone Forest and the Golden Temple.

Day 06: Kunming - Dali

Erhai Lake Park, the Three Pagoda, the South Gate of the Dali ancient

Day 07: Dali - Lijiang
Drive to Lijiang, visit the Yan's Compound of Bai Minority in Xizhou and
the tie--dyeing in Zhoucheng. Check in at the hotel. Enjoy the Naxi

Day 08: Lijiang
Visit the Square Street of the Lijiang Old Town. The rest of day is free
for you to explore the town. You can wander through the beautiful town
and have lunch and dinner in the town by yourselves in the afternoon. (B)

Day 09: Lijiang
Visit the Baishui Tableland, the Dry Sea, take the cable car to Spruce
Plateau and overlook the Jade Dragon Snow Mountain and visit the Baisha

About Money

RMB

Chinese currency is called Renminbi (people's money), often abbreviated
as RMB. It is issued by The Bank of China and is the sole legal tender
within the People?s Republic of China. The symbol for RMB is .

The unit of Renminbi is a yuan and with smaller denominations called jiao
and fen. The conversion among the three is:
1 yuan = 10 jiao =100 fen

RMB is issued both in notes and coins. The denominations of paper notes
include 100, 50, 20, 10, 5, 2 and 1 yuan; 5, 2 and 1 jiao; and 5, 2 and 1
fen. The denominations of coins are 1 yuan; 5, 2 and 1 jiao; and 5, 2 and
1 fen.

Note: in spoken Chinese, yuan is often called as kuai and the jiao as mao.

Traveler's Cheques

Traveller's cheques provide a fairly secure way of carrying your money.
Always remember to keep the record of cheque numbers separate from the
cheques for reference in the event of loss.

For the convenience of tourists, the Bank of China can cash travelers'
cheques sold by international commercial banks and travelers' cheque
companies in the United States, Canada, Australia, Hong Kong, Japan,
Britain, France, Switzerland, Germany as well as many other countries.
Also the Bank of China sells travelers' cheques for other banking
institutions such as American Express, Citibank, Tongjilong Travelers'
Cheque Co., the Sumitomo Bank of Japan, the Swiss Banking Corporation, to
name a few.

Currency Converter

Money exchange facilities for both currency and travelers' cheques are
available at major airports, hotels, and department stores. Please note
that hotels may only exchange money for their guests.

The US dollar, British pound, French franc, German mark, Japanese yen,
Australian dollar, Austrian schilling, Belgian franc, Canadian dollar, HK
dollar, Swiss franc, Danish Krone, Singapore dollar, Malaysian ringgit,
Italian lira, Macao dollar, Finnish markka, and Taiwan dollar are all
exchangeable. Exchange rates fluctuate in line with international
financial market condition and are published daily by the State Exchange
Control Administration.

Keep your currency exchange receipts because you will need to show them
when you change RMB back to your own currency at the end of visit to the
Republic. Cash rather than credit cards is essential in remote areas and
you should ensure that you carry sufficient RMB and travelers' cheques to
cover your requirements.

Credit Card and ATMs

At present, the following credit cards are accepted in China: Master
Card, Federal Card, Visa, American Express, JCB, and Diners Card.
Cardholders can withdraw cash from the Bank of China and pay for
purchases at exchange centers of the Bank of China, appointed shops,
hotels, and restaurants.

However, this applies only in major cities and they are not always
accepted in remote areas. Credit cards are not always accepted for the
purchase of rail and air tickets.

ATMs that accept foreign cards are few and far between. Do not rely on
them as a way of obtaining cash in Mainland China.

Consult with your bank before departing to make sure that your brand of
cheque or credit card will be accepted.

Currency Regulations

There is no limit on the amount of foreign currency and foreign exchange
bills that can be brought into China by tourists, but it must be declared
to the customs.

RMB should be converted back into foreign currency with the personal
valid "foreign exchange certificate" before leaving China. Unused foreign
exchange and RMB traveler's cheques can be taken out of the country. Each
tourist is permitted to take with them less than 6000 RMB.

Foreigners busy with employment after New Year

Yesterday, at the city's employment service center, a Russian girl named
Julia (center) was going through the procedure required for foreigners
who want to work in Nanjing . It was the first day for the service center
to reopen after the Spring Festival yesterday. Six foreigners from
countries that include Russia, Japan and South Korea, went through the
procedure required for working in Nanjing, accompanied by Chinese staff
from the service center.

Qingdao: The top turnip banquet of China

On February 18th, Zhang Baogui, the head chef from the international
press center of Qingdao, led 50 colleagues to create the "World's Number
One Turnip Banquet" in the modern furniture square of Qingdao. Zhang
Baogui said that it was the first time that a banquet was held in China
where all the dishes were made from turnips. All dishes of prawns,
abalones and sea cucumbers were actually made of turnips and elaborately
cooked with various kinds of condiments. At present, they are applying
for the banquet to be listed in the Guinness World Records.

The gold, silver and bronze medal winners of the "National voluntary
blood donor prizes" and social activists gathered in Fuzhou on February
16, 2005. They visited the advanced equipment newly installed in the

The pace of construction for the 2008 Beijing Olympics has stepped up,
with some key projects now running round the clock during the traditional
Spring Festival. Other Olympic venues will also step up construction.

BEIJING, Feb. 13 The pace of construction for the 2008 Beijing Olympics
has stepped up, with some key projects now running round the clock during
the traditional Spring Festival.
The transfer buildings for all international flights during the Olympics
will be largely complete by June and workers are busy building roads and
a transportation hub at the airport.
The Beijing subway lines 4 and 10 will have their main routes finished by
July.
Other Olympic venues, like the main national stadium and the national
swimming centre, will also step up construction this year.

On Feb 2, Ding Lianxing, chairman of the Administration Commission of the
Monetary Authority of Macao, Zhang Hongyi, general manager of the Macau
Branch of the People's Bank of China (PBC), and He Lin, general manager
of the China Banknote Printing and Minting Company, showed the three
currency denominations of the new Macao banknotes. The PBC will issue new
Macau banknotes with face values of ten yuan, one hundred yuan and five
hundred yuan in Macao on February 3rd.

New Xiushui Market to open on March 11

Chinanews, Jan.31 - The new Xiushui Market, scheduled to open in late
February, would postpone its opening to March 11, 2005. At present, all
1,500 stalls in the market have been rented out. Stall owners are mainly
proprietors from the old Xiushui Market and other markets such as
"Yabaolu", "Hongqiao" and "Tianyi".
The new Xiushui Market is now being prepared for the grand opening. The
New Xiushui Market would hire the property management company from Guomao
to manage it. In addition, it will employ more than 60 security guards
and assistant supervisors for all the floors.
On or around March 11, 2005, 1,500 shop owners will move in Xiushui to
start business while restaurants such as the Quanjude Roast Duck
Restaurant would not be able to move in until mid 2005 because of
decoration and management problems. When the new Xiushui Market opens,
developers of the market would sponsor a series of functions. These
functions are now being planned.
How should the new Xiushui Market conduct its business? The Chaoyang
District Government, supervising authority of the new Xiushui Market,
stated for the first time that the new Xiushui Market would put a
complete end to counterfeit goods of renowned brands. "If Xiushui cannot
be prosperous without counterfeit goods, so be it." said Tong Keke. He
also emphasized that counterfeit goods of famous brands would bring
negative image to Beijing's development. New Xiushui has to not only
upgrade itself in terms of hardware but also in terms of business
concepts.
Since last November, Chaoyang District has been cooperating with the
chambers of commerce of the United States and European countries. They
have listed 9 famous brands, including Louis Vuiton and Chanel, for key
protection. As soon as products of these 9 brands are found in Xiushui
Market and Yaxiu Market or other markets, they will be deemed as
counterfeit products on the spot and enforcement action would follow.
Eliminating counterfeit goods of famous brands would ensure foreign
investors that their investment in Beijing is totally safe and their
intellectual property rights are well protected.

Beijing Olympic Village to start construction this June

Chinanews, Jan. 26 - According to plans, the National Indoor Stadium will
start construction this May and the construction for the Olympics Village
will commence this June.
The current emphasis of the Olympics Village project is to finalize the
plan and design, and to prepare for the construction as soon as possible.
The Olympic Village will strive to meet the requirements of the Olympic
Games and make it convenient for the athletes participating in the
Paralympic Games. "People first" will be the motto for the design of the
Olympics Village. But at the same time, the utility of the village after
the Beijing Olympic Games should also be considered.
The National Indoor Stadium will be an advanced multifunctional sports
arena. It will be able to accommodate 19,000 fans once completed. The
Olympics Village will provide accommodations and resting places for the
athletes, coaches and officials from all the countries participating in
the 2008 Beijing Olympic Games. After the Olympic Games, the Olympics
Village will become a model residential community in Beijing.

On January 21, the Hang Fung Gold Technology Group and Henderson Land
Development Company Limited jointly held an event in Hong Kong's
International Finance Center to display the latter's luxury villas, and
the former's gold and diamond jewelry. A gold and diamond-inlaid cart,
which was named "Flying High in Dreams" and valued at 60 million HK
dollars, highlighted the event.

Digital bus station system debuts in Beijing

(Jan 20, 2005) It is the digital bus station signboard near the Liangma
Qiao of Beijing. The digital bus station, an investment and building
project of the New World Group (NWG), is currently in the midst of
comprehensive testing. This bus station signboard made use of many
information technology items, such as computer control technology,
wireless network communication technology and LED display control to
build a complete information service platform through the collection,
transmission, analysis, processing, combination and release of signals.
Besides traffic information, this system has the ability to predict both
the location and the arrival time of buses. In order to facilitate blind
people who travel by bus, this system also incorporates a system for
guiding the blind. According to NWG, once the system testing is
successful, it will invest in building 6000 digital bus stations in
Beijing.

Folk artist shows water-painting on the street

On the afternoon of January 16, a folk artist named Zou Yicai displayed
his aquarelle skills on the historical culture square in downtown
Mengcheng county, Anhui province. Zou has been engaged in aquarelle
painting for more than twenty years. On the street he made aquarelle
paintings as per all kinds of customer requests, such as inlaying names
and good wishes. Zou said that his business on the street was more or
less benefiting from the approaching Spring Festival because the
aquarelle itself was somewhat festive. His customers were mainly young
people, most of them were middle school students.

Chinanews, Beijing, April 13 - The Chinese Academy of Social Sciences
hosted a press briefing on April 11 in Beijing, saying that China will
keep its rapid economic development in the next 10 years, judging from
its current population structure.
According to the statistics collected in 2006, the people aged between 15

was 59.3%. Apparently, there are enough labor forces available in China
at present, and there will be enough in the future.
Zhang Chewei, deputy director of the Institute of Population and Labor
Economics, estimates that the number of primary industry workers will
decrease by 12.49 million in 2007, while the secondary and the tertiary
industries will provide job opportunities to 11.64 million and 7.14
million people respectively. The number of people who need jobs in 2007
will be 17.52 million, and there will enough posts available.
Scientists believe the maternity rate in China should be between 1.4 and
1.6, a little short of the official 1.8, and low birth rate will last in
China for a long period in the future.

Tulou seeks world culture heritage listing

A transsexual beauty:Liu Xiaojing

Chinanews, Apr. 17 - After "his" birth, Liu Xiaojing was treated as a
girl. At the age of three, his psychology was upended in a way that often
happened to teenagers. He felt a strong conflict between his
physiological and psychological gender. With a strong belief of his
femaleness, Liu was eager to undergo a sex change operation after the age
of ten. Distressed about his inner conflict, he constantly wanted to hurt
himself.
After a successful transsexual operation and a few plastic surgery
operations in March of 2004, Liu obtained a new legal identity card as a
female. Last December, she participated in China's first ever Miss
Artificial Beauty contest and won the best media impression award.
Liu Xiaojing, twenty-two years old, is a dancer in south China. On April
16th, Liu participated in the first Wei Ning Artificial Beauty Promotion
Fair in Beijing.

Tense coal supply to continue

Chinanews, April 6 - The Development Research Center of Coal Industry
forecast that the annual domestic demand of coal would reach 2.1 billion
tons this year, and would increase to 2.5 billion tons in 2010. Based on
this calculation, and in light of coal mine shut-downs and possible
natural reductions in output, China will need to exploit a new throughput
of more than 500 million tons to meet demand. A tense supply and demand
relationship will continue to exist in the next 5 to 6 years as the
nation's economy grows.
Coal is China's primary energy source and one of the most important raw
materials in the country. It has significant strategic meaning for the
nation's economy. Coal will remain a major form of energy form in next
several decades, and the world's coal-dominated energy structure is
unlikely to change.

China to tighten coal mine safety

Apr. 5 - China will take a series of measures to prevent increasing coal
mine accidents.
Director of the General Administration of Work Safety, Li Yizhong made
the remark on Tuesday at a press conference in Beijing.
He noted that over 1,100 people died of coal mine accidents in the first
quarter of this year, a 20 percent increase over the same period last
year.
In mid-February alone, five gas explosions occurred. The explosions are
being blamed on companies ignoring national laws and illegally
undertaking exploitation and production.
Li Yizhong said that China has asked coal mine operators to earmark money
for safety production and has started to set up a system of safety
guaranty money for mine workers.
