More anti-dumping cases against China come from developing countries

www.chinanews.cn 2006-07-11 15:50:55

Chinanews, Beijing, July 11 - Vice president of the International
Economic and Trade Cooperation Institute under the Ministry of Commerce
Li Yushi recently said in Beijing that anti-dumping cases against Chinese
goods had now expanded from developed countries to developing countries,
from individual cases to cases of opposition to Chinese trade system.
In the second quarter, anti-dumping cases raised from developing
countries included the anti-dumping case against Chinese rolled steel
from India, the anti-dumping case against Chinese shoes from Peru, the
anti-dumping case against Chinese sulfur rubber from Turkey, the
anti-dumping case against Chinese fiberglass mats from South Africa, and
the anti-dumping case against Chinese porcelain tiles from Pakistan.
In June, India began to levy a temporary anti-dumping duty against
Chinese silk products. A year earlier, India had launched an anti-dumping
investigation against Chinese silk products. The anti-dumping case
involved 100 Chinese enterprises with their goods valued at 180 million
US dollars. This is the largest anti-dumping case in recent years that a
developing country has raised against China.
Li Xinguang, a member from the China International Economic Cooperation
Council says that as Chinese goods constitutes a larger proportion in the
international trade market, Chinese enterprises also face more global
trade barriers. While countries from Europe and the Americas frequently
launch anti-dumping cases against China, the number of such cases from
developing countries increases as well. Chinese companies should think of
a way to solve this problem.
In recent years, China has responded to nearly all the anti-dumping cases
from US and EU. However, regarding the anti-dumping cases from developing
countries, few of them have been handled.

China cannot reduce trade surplus on its own

www.chinanews.cn 2006-06-29 15:10:20

Chinanews, Beijing, June 29 - China cannot solve the issue of its massive
trade surplus on its own, said Prof Zhang Xiaoji, Director General of the
Foreign Economic Relations Department under the Development Research
Centre of the State Council.
China's trade surplus hit 13 billion US dollars this May, setting a
monthly record for this year. Trade surplus has accumulated to 46.773
billion US dollars in the first five months of 2006.
Zhang indicated that when the Customs General Administration of China
released these figures on June 12, overseas concern about China's huge
overall trade surplus this year heightened. The early 2006 forecast of
"controlling the trade surplus to under 80 billion USD this year" seems
to be beyond reach in view of the current situation.
Zhang said that the trade surplus issue is mainly due to many
international factors. China has gotten to its position of having a trade
surplus through its advantage in its industrial structure in the last
decade, and this advantage may continue for another ten years.
Zhang noted that since the end of last year, the Chinese government has
adopted many measures in an attempt to control the trade surplus. The
government has done a lot of what it could do by restricting the export
of resource-related products through a slight RMB appreciation. However
one cannot entirely count on the Chinese government's macro-control to
solve the entire trade surplus issue.
In the final analysis, China's trade surplus is determined by the
division of labor in today's globalized world. The trend of
multinationals transferring their production to China and changing most
of the world's imports and exports into intra-company transfers is
irreversible. At the same time, we can see that foreign investments in
new and high-tech industries keep growing, indicating this round of
industry transfer has not ended and a new global economic structure will
continue to evolve. Hence he believes that the resolution of this issue
cannot merely depend on the Chinese government's macro-control policies.
If it is indeed necessary for the RMB to appreciate, China can raise the
magnitude of the RMB's fluctuation. As the exchange rate is essentially
one lever of market control, it will do no harm for RMB to revaluate,
said Zhang.

More bankers say macro economy overheated

www.chinanews.cn 2006-06-18 16:27:44

(Source: Xinhua)

June 18 - Latest survey by China's central bank shows that 42.6 percent
of bankers in the country believe that the macro economy is overheated,
and 26.6 percent think the situation will continue.
The People's Bank of China and the National Bureau of Statistics
quarterly send questionnaires to principals of all kinds of banks
including foreign-funded ones, asking them about impression upon the
current economic situation.
Some 42.6 percent of bankers think the macro economy is overheated in the
second quarter of this year, and 26.6 percent predict such situation will
continue in the next quarter, which is the maximum ratio in history.
China's economy is facing heightened overheating signs, as outstanding
bank loans surged 15.97 percent year on year by the end of May amid a
seemingly unabated investment binge.
So as to cool down the overheated economy, the People's Bank of China in
April raised the minimum rate commercial banks charge on one-year loans
in local currency, the yuan, 27 basis points, to 5.85 percent in an
aggressive move to discourage lending. It was the first increase since
October 2004.
The survey, however, shows that 18.5 percent of bankers still think the
current monetary policy is too mild and further tightened policy may come
out in the next quarter. This is also the maximum ratio in history.

China to publish standard portrait of confucius

www.chinanews.cn 2006-06-14 09:39:08

(Source: Xinhua)

The CCF unveiled a draft sculpture of Confucius on Tuesday in Jinan,
capital of east China's Shandong Province on Tuesday June 13th, 2006.
(Photo: cns.sd)

June 14 - The China Confucius Foundation (CCF) is to publish a standard
portrait of the ancient philosopher in September in order to give him a
single, recognizable identity around the world
The CCF unveiled a draft sculpture of Confucius on Tuesday in Jinan,
capital of east China's Shandong Province, to solicit suggestions for the
final version of the portrait.
"As the symbol of Chinese history and culture, Confucius is widely known
around the world. A standard portrait is needed so that different
countries could have the same image of him," said CCF general secretary
Zhang Shuhua.
The sculpture depicts Confucius as an old man with a long beard, broad
mouth and big ears. He wears a robe and crosses his hands on his chest.
The draft, based on the painting of Confucius by Wu Daozi of the Tang
Dynasty (618 - 907), was created with advice from Confucian scholars,
historians, artists and his descendants.
The new portrait would set the standard criteria for the image of
Confucius, who had been represented in different ways when Chinese were
presenting statues in foreign countries, said Zhang.
Professor Hu Xijia, a member of the sculpture design group, said, "We
want to show people a Confucius that exists in people's minds, who is a
kind, sagacious and respectful person."
Confucius is the founder of Confucianism, which advocates the building of
a harmonious society through an individual's self-refinement in manners
and taste. It was promulgated by Chinese rulers since the Western Han
Dynasty (206 BC-25) and spread into east and south Asia.
